Dublin-based NTR has decided to hold off on the Calico and Imperial Solar power projects indefinitely.  NTR is the parent company for Tessera Solar LLC, which received approval from the California Energy Commission and Department of the Interior to build the two utility-scale solar projects--Calico and Imperial--on a combined total of over 19 square miles of public land. According to the Irish Times , NTR did not have the financial resources available to move the projects forward, but could float stock at a later date that would bring the necessary investment to the company.  The article did not suggest a timeline for when they would reconsider moving forward with the two projects. Citizens concerned about Tessera Solar LLC's business decisions pointed out that the Calico Solar power project would destroy prime desert tortoise habitat, killing or displacing at least 22 desert tortoises and destroying one of the few remaining populations of the rare white-margined beardtong...

Tessera Solar LLC -- the company that plans to build two large solar energy projects in Southern California--uses "SunCatcher" technology that has been criticized for its high levels of noise.  Never mind the fact that Tessera Solar's two proposed sites-- Calico and Imperial --would kill or displace endangered species and bulldoze cultural landmarks, once the company installs tens of thousands of "SunCatchers,"  it will quickly earn itself a reputation as a noisy neighbor, as well. Most solar energy companies do not have the same problem that Tessera does, since other forms of concentrating solar are quieter, and photovoltaic panels being the most adaptable since you can put a few on your rooftop.  Tessera Solar LLC invented a technology that is far less pleasant to build next door, which may be why the company prefers to build in the middle of our treasured public lands. The California Energy Commission (CEC) reinstated its approval of Tessera Solar LLC's Calico Solar power project, but California Unions for Reliable Energy (CURE) and the Sierra Club are still considering litigation to stop Tessera Solar LLC from building on pristine desert habitat.  Tessera Solar LLC proposed building its Calico Solar project on over 7.2 square miles of public land that is home to a high density of desert tortoises, a rare desert wildflower, and serves as a wildlife corridor for threatened bighorn sheep.  If the project moves forward, Tessera Solar LLC would bulldoze the land and install over 26,000 giant "SunCatchers." According to Reuters , the Sierra Club claims it is still considering whether or not to challenge Tessera Solar LLC's proposed Calico Solar power project.  If built, the project would destroy 7.2 square miles of pristine desert that is home to at least 18 desert tortoises and impact surrounding habitat where dozens more tortoises have been observed.  The site is also home to rare plants, Western burrowing owls, and Mojave fringe-toed lizard, and would block a wildlife corridor for bighorn sheep. Although the Sierra Club has been involved in the permit process for several destructive solar power projects, the Club has not yet taken legal action to block them.   The Sierra Club positions itself as a leader in renewable energy, but the group is only now considering taking legal action to steer energy companies in the right direction.  There is plenty of room for solar panels on disturbed land and rooftops -- leave our deserts for future generations. The California Energy Commission (CEC) provided preliminary approval for a solar power project that will consume almost 8 square miles of mostly public land near the Palen Area of Critical Environmental Concern (ACEC) and that would disturb part of the designated Chuckwalla Critical Habitat Unit for the desert tortoise.  The Palen Solar power project is being proposed by Chevron and a subsidiary it created, Solar Millennium LLC. The CEC is requesting that Solar Millennium LLC build a reconfigured layout and not the initial proposal in order to reduce (but not eliminate) impacts to Mojave Fringe Toed Lizard habitat.  However, the project would also disrupt desert tortoise linkages since it would block multiple washes that allow them to travel under Interstate 10.  If built, the project would probably slow genetic ties between the tortoise populations north and south of the Interstate.  Defender's of Wildlife proposed that Solar Millennium and the CEC should reduce t...

Citizens supporting the Quechan Tribe's lawsuit against the Imperial Valley Solar power project are planning to hold a peaceful and educational protest against the project today and tomorrow (14 and 15 November).  The Imperial Valley Solar project will be built by Tessera Solar LLC on public land that contains many artifacts and sites of cultural significance to the Quechan Tribe.  The Tribe is suing the Department of the Interior for approving the project as part of the "fast track" process for solar energy projects because the Department failed to conduct a thorough review of the cultural significance of the site, and ignored Quechan Tribe requests for such a survey.  You can read more on a previous post on the Imperial project. The Quechan Tribe has filed a lawsuit against the Department of the Interior for not completing analysis of the Imperial Valley Solar projects impacts on cultural resources, according to a copy of the civil action.  The 709 megawatt Imperial Valley Solar project was proposed by Tessera Solar LLC for nearly 10 square miles of public land.  The Department of the Interior approved the company's proposal for the site in October, as did the California Energy Commission (CEC). Because the project is being constructed on public land administered by the federal government, the Department of the Interior is obligated to assess a range of impacts before issuing a final decision.  The Tribe alleges that the Department of the Interior did not conduct a thorough assessment of the solar project's impacts on cultural resources -- such as sites of historical and religious significance to the Tribe -- and artifacts that would be lost during the construction of the energy project. ...

The California Energy Commission (CEC) is expected to hear any final opposition to the Calico Solar power project on Thursday, 28 October.  Tessera Solar LLC's Calico Solar power project is proposed for over 7 square miles of public land just east of Barstow, California.  The project is eligible for American Reinvestment and Recovery Act grants and loan guarantees.  The CEC already issued the Presiding Member's Proposed Decision in favor of the project last month, but has to finalize the decision following the end of a 30-day public comment period.  Separately, the Ivanpah Solar Energy Generating System is already under initial construction on 5.6 square miles of public land in the Mojave Desert, but Basin and Range Watch petitioned the CEC to reconsider its approval of the project.  The CEC will hold a hearing on the petition on Tuesday, 26 October.  Basin and Range Watch noted that the CEC dismissed biological evidence regarding the genetic significance...

The Bureau of Land Management (BLM) approved the 7.2 square mile Calico Solar power project, which will kill or displace at least 22 desert tortoises, and jeopardize the future of a rare desert wildflower called the white margined beardtongue.  The California Energy Commission is expected to issue its approval for the project later this month.  In other news, construction workers at the Ivanpah Solar Energy Generating System in the northeastern Mojave Desert have found 17 desert tortoises so far.  Most of the tortoises will likely lose their homes (burrows) as the crews continue to bulldoze the desert habitat for facility, which will be operated by BrightSource Energy.

The Bureau of Land Management decided that land donated to the Federal Government for conservation purposes by The Wildlands Conservancy could be bulldozed for the Calico Solar power project.  The Wildlands Conservancy vocally opposed the proposal to build an energy project on land that it purchased and donated to the American public.  The BLM's decision disregards this opposition, and promises from State and Federal leaders--including President Clinton, the Vice President, and the Department of the Interior--that the goodwill of the donation would be honored and the lands preserved for future generations, according to a submission by the Conservancy to the California Energy Commission. The Calico Solar power project will destroy nearly 6.5 square miles of desert habitat, displace at least 22 endangered desert tortoises, and potentially drive a rare desert wildflower to extinction. Tessera Solar LLC's Imperial Valley Solar project was granted final approval by the California Energy Commission (CEC) today.  The decision marks an uncertain step forward by the State of California, and pending approval of the Bureau of Land Management, the Federal government, for one of a series of industrial-scale solar projects that will begin to degrade the health of California's desert ecosystems.   Imperial Valley itself will consume 6,140 acres of desert habitat in Southern California, which hosts threatened Flat-tailed Horned Lizard, Peninsula Bighorn Sheep foraging area Native American cultural sites of historical significance. There is a lot of press on the California Energy Commission's (CEC) preliminary approval of Tessera Solar LLC's Calico Solar power project.  The press is portraying Tessera Solar's project as being halved by government authorities or "crazy hippies" who are trying to save the desert tortoise instead of building a larger solar power plant.  What most people just now entering the debate do not realize is that Tessera Solar's project is actually proposed for public land, and will receive taxpayer-backed financing in the form of American Reinvestment and Recovery Act funds. The California Energy Commission (CEC) requested that Tessera Solar LLC submit detailed logs on the reliability of its "Suncatcher" solar technology,  potentially reflecting doubt about the effectiveness of the company's proposals.  According to transcripts of a 20 September CEC hearing, the CEC Staff believed that Tessera Solar should be required to submit reliability data in order to be allowed to proceed with its Imperial Valley Solar project, which is proposed for over 6,000 acres of California Desert habitat.   Tessera Solar is the same company that is also proposing to bulldoze another 4,600 acres of the Mojave Desert for the Calico Solar power project . The California Energy Commission's (CEC) preliminary approval of Tessera Solar's Calico Solar power project would permit the company to build in some of the most sensitive and highest quality desert tortoise habitat available in the area.   The CEC Commissioners could have chosen a less destructive layout that avoids the highest quality habitat, but instead approved the more destructive layout, known as "Scenario 5.5."  For 60 extra megawatts, the CEC is permitting the potential loss of 18 extra tortoises. For those following the proposed Calico Solar power project (see previous post ), the California Energy Commission scheduled a workshop for 9 September at 10AM.  Even though the actual workshop is held in Sacramento, members of the public can tune in by dialing in via telephone or computer.  Just follow the instructions on the September 9 notice posted on the CEC's Calico Solar site .  The purpose of the workshop will be to discuss potential alternative layouts for the Calico Solar power project site.  Depending on the issues discussed at the workshop, a revised layout may be presented to the CEC during the Committee Conference scheduled for 20 September.

According to a notice posted on the California Energy Commission (CEC) website, the Commission "cannot recommend approval of the Calico Solar Project as proposed" by Tessera Solar LLC because of the "scope and scale" of the environmental damage that the project would do to high quality Mojave Desert habitat.   The CEC's decision is an important message to energy companies that hastily choose to build large scale projects on pristine public land, and will hopefully encourage other energy companies to select sites that will not have such high impacts on ecologically sensitive land. Hearings held by the California Energy Commission (CEC) in late August cast doubt on plans to translocate endangered desert tortoises from the proposed Ivanpah and Calico solar power sites.  According to transcripts from the hearings, desert tortoise experts testified that tortoises moved from the proposed solar sites are more likely to die, and could also do harm to the sites to which they are moved.  According to one biologist, the results of the translocation of 158 tortoises from Fort Irwin resulted in 49% mortality in within months of translocation in 2008, and this year alone 11.6% of the remaining tortoises have died (see correction of previous post ). Ivanpah Update: Check out Chris Clarke's Coyote Crossing for a photo sent to him by Basin and Range Watch.  It appears that BrightSource Energy is beginning to mark the Ivanpah Solar Energy Generating Site in the Eastern Mojave Desert for construction.  The Presiding Member's Proposed Decision has not yet been finally approved by the California Energy Commission (CEC), but we know that BrightSource Energy will be rushing to beat the clock once the approval is made final. In order to qualify for the American Reinvestment and Recovery Act funds, BrightSource must break ground on the project before the end of the year.  But before the company can break ground, it must identify and relocate desert tortoises on the site.  This might explain the seemingly premature placement of construction markers on the site. In bad news for Tessera Solar LLC, the California Department of Fish and Game (CDFG) increased its recommendation for Desert Tortoise mitigation levels required if the company's Calico Solar site is approved.   As explained in previous posts, mitigation costs are the conditions imposed on energy companies that want to build on public lands that will result in significant harm to the environment.   The proposed Calico Solar site could result in the relocation and likely deaths of as many as 132 endangered desert tortoises if the site is approved and built, and biologists have deemed the site to be of high ecological value.
