Coolwater-Lugo Transmission Line: A Horse Following the Cart

Southern California Edison (SCE) is suggesting that interconnection of Abengoa's Mojave Solar project is the primary reason it needs to build the nearly 75 mile Coolwater-Lugo transmission line through the Lucerne Valley, according to the Daily Press , even though Abengoa told the California Energy Commission (CEC) and Bureau of Land Management (BLM) in 2010 that these transmission lines would not be necessary.   Misrepresenting the need for new transmission lines during the CEC and BLM review of the project would have allowed Abengoa to downplay the costs and environmental impacts associated with approving the project.  The Coolwater-Lugo transmission line is likely to cost ratepayers at least 509 million dollars, and bring bulldozers and transmission towers to mostly undisturbed desert. All of the transmission cables you see strung across the western United States and Canada could wrap around the Earth four and a half times.   New Federal policies and a utility industry emphasis on connecting cities to some of the most destructive energy projects on remote wildlands has resulted in plans to add up to seven thousand circuit miles of new transmission lines in the west, alone, including several new lines in the Mojave and Sonoran deserts.  The White House's latest directive on transmission seeks to institute a fast-track approval system for these lines, ostensibly to reach renewable energy projects, but fails to establish an institutional incentive for the energy industry to invest in efficiency or distributed generation as a less costly alternative to new transmission and remote power plants. Two Court Rulings Favor Citizens Seeking to Preserve Deserts

Over the past week, two major court rulings were handed down that vindicate Americans demanding that the government take a wiser approach to land use in California's deserts. Off-Road Vehicles  In the first ruling on 29 January, Honorable Susan Illston of the United States District Court ordered the Department of the Interior to take steps that limit the impacts of off-road vehicle (ORV) recreation on public lands in the West Mojave.  The judge ordered the Department to study and designate new off-road vehicle routes by March 2014, clearly mark routes that are legal for off-road use, monitor the land for signs of illegal ORV use, and provide sufficient enforcement capacity.   ORV use--if not probably checked--causes severe degradation of desert habitat through collisions with endangered species such as the desert tortoise, and the compaction of desert soil that prevents plants and wildflowers from thriving, impacting the entire food chain.
